After days of marathon negotiations, Paramount Skydance and a coalition of 12 state attorneys general have settled the antitrust lawsuit over its $111 billion acquisition of Warner Bros. Discovery. The proposed consent decree, now headed to a judge for approval, runs five years and comes with real teeth: a minimum number of annual film releases, and a requirement to spend $300 million more on domestic U.S. film production than the company spent in 2025.

It's a rare case of a merger getting approved with strings attached that actually try to protect the thing regulators were worried about losing, output. Whether a court order is enough to keep a newly combined giant actually greenlighting movies at that pace remains the real question over the next five years.

Disruptor Take

At Disruptor Creations, we find it telling that it took a court order to guarantee a combined studio keeps making a minimum number of movies a year. We built somewhere that doesn't need a consent decree to keep greenlighting things, independence was the point from day one, not a compliance requirement bolted on after a merger.
